2016 Annual Meeting Nominations

The Waterford Harbor annual property owners meeting is scheduled for Saturday March 26, 2016 at 9:00 AM at the Holiday Inn, 805 Harris Ave, Kemah, TX 77565. The current members of Waterford Harbor Board of Directors, serving as the Board of Directors for the Master Association, The Arbors, Palm Key, The Villas, and The Point are:

  • Gary Romer, President – Board member since 2014
  • Mike Eckhardt, Vice President - Board member since 2014
  • Greg Small, Treasurer - Board member since 2013
  • Edna Rice, Secretary – Board member since 2014
  • John Leavesley, Director - Board member since 2011
  • Phillip Contreras, Director - Board member since 2014
  • Chip Claiborne, Director - Board member since 2015

The Waterford Harbor Board of Directors is very hands-on and directly involved with all aspects of managing the Waterford Harbor community. The budgeting process, expenditures, maintenance as well as new projects are closely monitored by members of the board with the objective of efficiently using the assessments paid by the property owners.

Going forward, it is the Board’s objective to continue the close engagement with the activities of the Waterford Harbor community. One objective that we deem important is to rotate Board membership so that new perspectives and new ideas can be brought to the efforts of managing the community. Within the constraints of available volunteers and their qualifications, the Board would also like to have as many of the six sections of Waterford Harbor represented as possible.

We encourage those property owners who are interested in serving on the board to send the nominating committee your name and a brief description of your background and skills that may be applicable to the operation of the board.  You can either contact the nominating committee via e-mail to klanghart@houcomm.com or mail your request for nomination and bio in hard copy to Karen Langhart, 17049 El Camino Real Suite 100 Houston, TX 77058.  The cut-off for submitting a request for nomination is Friday, February 12, 2016.

The nominating committee is comprised of those Board members, whose positions are not up for election in 2016. There will be three positions that are up for election at the annual meeting this year.  These positions are currently held by:

  • John Leavesley
  • Philip Contreras
  • Chip Claiborne

The official notice of the Annual Meeting and the related proxy for absentee voting will be mailed prior to Wednesday, February 24, 2016.  The report from the nominating committee will also be mailed on this date.

We hope to see as many of you as possible at the Annual Meeting.

Main Gate Access Procedures effective 2/1/2016

To: Waterford Harbor Property Owners

Waterford Harbor Board of Directors

Main Gate Access

The Waterford Harbor Board of Directors has recently conducted a brief overview and investigation of the operations for the on-site security personnel and their daily processes. One of the items found that delay operations, as well as create delays at the entrance gate to the subdivision, is homeowners not using individual gate openers/remotes for access and relying on the security personnel to open the gate for them.

Effective February 1, 2016, the guards at the front gate will no longer be opening the homeowner access gate. Homeowners that do not have a personal gate remote will be required to enter through the contractor/visitor gate.

If you do not have a personal gate remote please contact the guardhouse or Houston Community Management to purchase one. Most passenger vehicles also have programmable built-in, HomeLink remote controls. Programming and other related instructions can be found in your vehicle user manual.

How It All Works

From Association Government

Board Member Responsibilities

The Board is ultimately responsible for the oversight of the community association ("the buck stops with the Board"). Although the Board may retain and delegate some of its duties to volunteers, contractors and professionals, the Board is still ultimately responsible for the duties it may have assigned to others.
